Question: Do Historically Black colleges and universities have Affirmative Action programs to take more non-Blacks?
Let's say someone like me (of South Asian descent) or a White person applied to such a school (like Howard University or Xavier University in New Orleans). Would we technically have a better shot at getting in because of our race?

Yes, I am surprised you are not aware of this. Jackson State even recruits white golfers from South Africa and they accept the scholarships. Any HBCU wants more non-black students. Tougaloo College in Jackson is a very respected school which seeks out white/Hispanic/Asian/Middle Eastern students by offering academic scholarships and other breaks. On their campuses, you qualify as a minority. So in New Orleans, Dillard and Xavier are in the game. SUNO of course is a waste of time.

in the United States (preferably less than $10,000) Also, preferably in New England, the Midwest, or the Mid-Atlantic I'm talking about private academies for high school students....

Question: How do you transfer to UW-Madison?
I'm wanting to major in engineering and I want to know how I can transfer to Wisconsin Madison because I heard about Carthage's engineering program which you spend 3 years at Carthage and 2 years at Madison which is assured, but what other ways assure me a transfer to Madison? thank you

Question: Searching for some cheap colleges...help?
The college i am attending now is quite expensive, i am literally broke after attending it for a year. Now i can barely study for next six months. I need to transfer to some cheap colleges...(bad). I dont care it''s academic standing, as long as it is a college, it's fine with me. And by cheap, i mean not more than two grands, a year. Yeah it's kinda impossible but i'm tryn to search out the obscure one, if there's any. ......................answers would be a tremendous help...
